ChallengeThis road in Brandon was kept open for truck traffic during the flood

The Government of Manitoba through Manitoba Infrastructure and Transportation solicited a Request for Proposals for the purchase of Rapid Deployment Flood Protection Systems. Many factors were taken into account in the evaluation of various systems such as the product stability, system adaptability, material properties, resource requirements, initial capital cost, set-up costs, salvage/recovery costs, cleaning and overall mobility. A major factor in the evaluation process included lead time/availability. If successful Layfield would be required to provide 18 kilometers of dams within 6 weeks.


Layfield developed a Rapid Deployment trailer which consisted of Aqua Dams®, pumps, suction & discharge hoses along with all the support equipment needed to fight flooding. Within the six week timeline Layfield constructed and delivered 18 kilometers of Aqua Dams®. Over 600 dams were packed into 40 cargo trailers, with an additional 200 Starter Aqua Dams®, 80 pumps, 80 suction hoses, and 240 discharge hoses. In addition to the rapid deployment trailers Layfield also provided 30 days of training and installation assistance to Local Crews to instruct on the proper installation and removal techniques.

During this six week period Layfield mobilized all three of its Canadian manufacturing locations (Vancouver, Edmonton and Toronto) to manufacture, fabricate and assemble the Aqua Dams® and rapid deployment trailers. The polyethylene tubing was made in our Vancouver films plant, Edmonton sewed and stuffed all the starter dams and a large portion of the flood dams, while Toronto sewed flood dams and assembled all the equipment and loaded most of the trailers.

During the 2011 floods in Manitoba Aqua Dams® were used to protect hundreds of homes, communities, and roadways throughout southern Manitoba. The rapid deployment trailers were used by municipalities to quickly deploy flood protection to a number of areas where sand bag crews were not available.

Flood control Aqua Dams® are normally either 2.5 or 3ft (0.9m) in height. This height is easily deployed to protect individual homes; however the majority of the Aqua Dams® were placed on the top of existing earthen ring dikes to provide extra free board to prevent over topping from rising flood waters and wave action. Another unique use for Aqua Dams® was to keep roads open to traffic. The dams were placed along a road in Brandon to keep the road open to truck traffic as the flood waters rose on both sides of the road.

Aqua Dam® Flood Control dams can be unrolled in any direction to fit the geometry of the area being protected. Aqua Dam® can be installed 10 times faster than a conventional sand bag berm for approximately half the cost. Aqua Dam's cost effectiveness and ease of installation make them an ideal solution for rapid deployment flood protection.

Throughout the 2011 flood season Aqua Dam® used the water from the flood to protect homes and communities from flooding. This "Water Controlling Water" idea has been used for the past 20 years to aid construction in streams and waterways and is now available for large scale flood protection.
