News Release: Layfield Awarded Garvey Reservoir Contract for Geomembrane Relining and Floating Cover Installation

Lakeside, California – May 20, 2026 

Layfield Geosynthetics is pleased to announce the recent contract award for the relining and installation of a geomembrane liner and floating cover system for the Metropolitan Water District of Southern California’s (MWD) Garvey Reservoir.

With a capacity of approximately 523 million gallons (1.9 billion liters), the Garvey Reservoir is one of the largest municipal potable water reservoirs in the world to utilize a floating cover system. The project scope includes the installation of a double-lined 45 mil & 90 mil Reinforced HypaFlex® CSPE geomembrane system along with a tensioned CSPE trough floating cover, providing long-term protection for this critical potable water asset. Layfield will fabricate the geomembrane liners, floating cover panels, and numerous system components at its Lakeside, California, manufacturing and fabrication facility, supporting close project supply chain support and ensuring stringent quality control.

The Garvey Reservoir plays a vital role in Southern California’s water infrastructure, supplying drinking water to communities across the central Los Angeles region. The project is expected to take approximately two and a half years and will involve coordination among multiple contractors, agencies, and stakeholders.
